If you are bored of screensavers made by others and want to start creating your own, you might consider to try 'My Screensaver Maker'. It offers a friendly interface structured as a wizard and offers you four features: image screensaver, flash screensaver, video screensaver, and Web screensaver.
After you select what you are gonna do you have four steps to complete your work. The first step, as usual, is the one where you select the pictures to use. In the second step you can choose the sound track if you want to use one. The third step, the transition effects selector, is the one I like to see each time I test a program like this. In this program each time I've clicked on a effect it was instantly previewed. The final preview and saving buttons are available in all four steps. So if you want only to create a screensaver from some pictures but you are not interested of the sound track or the effects, you don't have to pass through all the steps of the wizard.
The final step is the 'Options'. Here you can make some final adjustments. Beginning from settings like image size and sequence and ending with building options like author, email, or website, here you can set them all. As an output file you can create a SCR file which will be placed as you active screensaver, or as an EXE file which can be send to friends to install it as a screensaver.

Drawbacks / flaws: It's a little bit expensive.
